Building & Safety

A building permit is required for structural, mechanical, plumbing, or electrical additions and modifications including, but not limited to: room additions, patio covers, block walls, re-roof, water heaters, electrical upgrade, HVAC unit, and more. |

The City of Grand Terrace currently retains copies of all plans that are approved for construction. This was not always the case and many plans for building constructed prior to 1985 were not retained. As a project is completed, the approved plans are stored. State law stipulates that plans become copyrighted documents when an architect or engineer has placed their professional seal upon them. As such, they may not be duplicated without the written authorization of the architect or engineer who prepared them. The law also requires the owner authorize the duplication of the plans. If you would like to determine if the City has copies of a particular building, contact us in the Building Department at (909) 825-3825 so we have time to research the file and determine if the requested plans are available. If we have copies you will be able to view them in our department. If you wish to have copies of the plans, then you will need to complete the Authorization Form, located below, to Duplicate Approved Plans and return it to us after you have acquired all of the required signatures from the design professional and owner of the building. Upon completing and returning the forms to us, you will contact a reproduction vendor and have them pick-up the plans from the Building Department. You will conduct business directly with that vendor as far as the cost of the duplication of the plans from microfilm. The City of Grand Terrace has a aerial database. Copies of aerial photos as well as plot plan generated from these photos are available in the Planning Department for a nominal fee. If you are having difficulty drawing a plot plan for your project, you may want to obtain one of these aerial plot plans to save yourself some drafting time. Generally, when a building project is completed, and all of the required Departments have granted a final approval for the project, the Building and Safety Division will release electrical and gas clearances to the utility providers so that they can work with the tenant or owner to schedule a turn on date. Certificate of Occupancy is a legal document that is issued by the Building and Safety Division which certifies that a specific building has been inspected by all necessary City Departments and that it complies with the applicable regulations. |

Keeping in mind the age level, different methods of discipline are successful for each child. Before a ‘time away’, a teacher helps a child remember the rules by; giving a quick verbal reminder, speaking with the child about why and how the rule came to be, giving them ideas of some better choices, mimicking proper behavior, redirecting the child or refocusing their attention on other things, If the child does not respond, a ‘time away’ from the activity allows the child to think deeply about his actions and his choices. Then, the teacher will begin close communication with administrative staff and parents. At this level, a parent meeting may be called and a discussion about the problem areas is reviewed, and ideas shared. If no improvement is observed, written reports may occur. After three written reports, a child may be removed from our program. There is no corporal punishment allowed. |

Code Enforcement

A violation of GTMC 8.04.020 (17) is stated as follows: Dead, decayed, diseased, overgrown or hazardous trees, weeds, and vegetation, cultivated or uncultivated, which is likely to harbor rats or vermin, or constitute an unsightly appearance, or is detrimental to neighboring properties or property values. If the violation of the GTMC exists, the property owner may receive a “Notice of Violation” allowing time for the property owner to clean the property. Failure to comply may result in a citation and abatement proceedings. The City cannot enforce the following: Your neighbor’s bushes, trees, etc. grow/spread onto your property. This is considered a civil matter and it must be resolved between the two neighbors. |

No person owning or having the charge, care, custody or control of any dog or other animal shall allow the animal to howl, bark, yelp or make other noises in such a manner as to create a noise disturbance. The owner/resident may receive a “Notice of Violation”, citation and fine if the animal disturbance continues. |

All vehicles parked or stored in the front of residential properties must be upon a paved surface like concrete, asphalt or laid brick. Rock or gravel is not recognized as a paved surface in the front of a residential property. Parking on side-yards, lawn areas or dirt is strictly prohibited. RV’s, trailers, and vehicles in the rear yards can be stored on gravel. All vehicles parked in public view (including adjacent residential properties) must be operable. The California Vehicle Code 22500 prohibits parking a vehicle in the driveway in a manner which blocks a sidewalk. |

No person who owns or has possession, custody or control of any commercial vehicle or truck having a load capacity of more than one ton shall park or leave vehicle standing upon any street, alley or public roadway within any residential zone for the purpose of storage. If truck is parked, left unattended or left standing on a street, alley or public roadway within a residential zone, other than for loading or unloading purposes, it shall be presumed to be parked for the purpose of storage and is subject to citations, fines and towing at owner’s expense. The RV must be parked at least 10.5 feet from curb face and cannot block any portion of the right-of-way. You may park your RV or utility trailer in the front or side yard as long as it is parked on an improved surface (asphalt, concrete, or laid brick). You may only park one RV or trailer in the front yard if your parcel is less than 20,000 square feet. You cannot park one RV/trailer in the front yard and one in the side yard. You can park one additional RV or trailer in the rear yard. The RV or trailer may be parked on gravel in the rear yard only. All RV/Utility Trailers must be parked perpendicular to the street except where they are parked on a curved or circular driveway. For parcels 20,000 square feet or larger, a maximum of 2 RVs/trailers may be parked in the front or side yard, and 2 additional in the rear yard. Un-mounted camper shells and cab-over-campers cannot be stored in public view and must be placed behind a 6 ft. high solid fence on an improved surface. Trailers, motor homes and boats may not be occupied for living purposes. |

RV’s and utility trailers may only be parked on the street in a legal manner for no more than 72 consecutive hours and no more than 6 days per month. You may park a towable RV/5th wheel or utility trailer on the street as long as it is attached to the tow vehicle. Community and Economic Development

The Barton Road Specific Plan is a special zoning document that governs the use and development of commercial land along Barton Road from the I-215 Freeway to Preston Street. The document includes design guidelines which show how the community wants its primary commercial area to look and feel. |
|
|
A variance applies to development standards when there is a unique hardship concerning a property not present on other properties in the area. For example, one lot on a block may not be as deep as the others and therefore a person could not build a room addition without violating the zoning standard for rear yard setbacks, where all the other houses could. Variances do not apply to uses not otherwise permitted. |
|
|
A conditional use permit is a special review of a use of land which is allowed by the Zoning Code, but which may require special conditions to help reduce possible negative effects of the use, and which requires review by the City of Grand Terrace Planning Commission. |
|
|
An RV or boat should be parked in the rear yard area or side yard area, behind a solid fence/wall and not be easily seen from the street. |
|
|
Commercial vehicles over one ton cannot be parked or stored on any residential street in Grand Terrace. Vehicles for trade's people that are less than one ton and which are used as primary transportation to jobs can be parked on the drive way at the worker's home, but should not be parked on the street. |
|
|
You can operate the office only related activities of a business out or your home with the approval of a Home Occupation Permit and Business License by te City. A home business should not have customers or employees coming to the house, and no commercial deliveries to or from the house. There should be no storage of large quantities of products or materials and no heavy machinery operated. No signs are allowed to identify the business. Adjacent neighbors are notified of an application for a Home Occupation Permit so home based businesses must be a good neighbor. |

All businesses operation within Grand Terrace are required to have a current business license registration on file with the City of Grand Terrace. This applies to business based in the City as well as businesses and contractors doing work in the City but who are based elsewhere. |

All signs are governed by the Zoning Code or the Barton Road Specific Plan. Appropriately regulated signs enhance the visual environment and economic stability of the City. The type and size of signs allowed for a use depend on the zoning of the site and the size and nature of the use. Consult the Planning Department for specific information regarding signs. |

Setbacks are areas of the property in which no building can be built. Generally, there are front yards and back yards and side yards to allow for fire safety, light and air circulation between buildings, privacy, private recreation and separation from traffic. Setback distances vary by zoning district and what a building is used for. Consult the zoning map and zoning code. |

|
The parking regulations of the zoning code require a two-car garage for every house. If you choose to convert an existing garage to living space, you will have to build a new two-car garage to replace the converted garage. |
|
|
All new buildings and houses go to the Planning Commission for site and architectural review. Residential room additions that do not expand the house more than sixty five percent and match the existing character of the house can be reviewed administratively. |

Yes. The City is required by state and federal regulation to have a response and recovery plan. It covers everything from earthquakes and plane crashes to fires and flooding. The plan is maintained by the Asst. City Manager's office and is continuously updated. A major update is done every five years. |

It takes 21 hours of training to become a certified CERT team member. The Community Emergency Response Team (CERT) meets the 2nd Tuesday of each month at 7:00 pm in the Community Room at City Hall. The public is always invited. |

Permits

Generally, only a California Licensed Contractor or the property owner can pull a permit. There are, however, a few exceptions to this basic rule. There are different categories of contractors, for example; General Building Contractors, Electrical Contractors, Plumbing Contractors, Re-roofing Contractors, and many others. By State law, these different types of contractors are limited as to the types of permits that they can pull. For example, a Plumbing Contractors cannot pull an electrical permit, and visa versa. |

As a California licensed contractor, you will need the following paperwork in order to pull a permit: 1. Your State Contractor’s License, generally the wallet card issued by the Contractors State License Board or other documentation that you are the licensee. 2. Your Workers’ Compensation Insurance Certificate. If you have any employees, then you are required by State law to show proof of coverage at the time of permit issuance. 3. Be sure that you have a current City of Grand Terrace Business License. Our database will confirm the status of your business license, so you don’t actually need to have your paperwork unless you paid for it within the last few days. 4. If you are not the licensee listed on the contractor’s license, then you will need to have a notarized authorized agent form - contractor which list you as being authorized to pull permits on behalf of the licensed contractor. This form will need to be on file with us or in your hands to present to us at time of permit issuance. |

Plans for simple projects such as small single story houses, room additions and garages can usually be drawn up by qualified individuals such as draftsmen. Assuming that these simple projects are constructed within the parameters of the Residential Conventional Construction Requirements, engineering calculations to support the design will not be required. Other projects may require plans prepared and signed by a licensed architect or engineer. Plans for new commercial buildings, apartments or hotel/motel buildings and changes in the use of existing buildings which cause a change of Occupancy Group generally must be prepared, stamped and signed by an Architect or Engineer licensed to practice in the State of California. The streets are kept cleaner when the sweeper has access to each curb and gutter, reducing the amount of pollutants entering the storm drain system. No. All vehicles must be off the street no later than 6 am. The sweeper’s schedule can vary each month and there is no set time schedule for each individual street. Therefore, we ask all residents to remove their vehicles from the streets during the sweeper hours of operation (6 am – 3 pm) The streets/parking is monitored by the Code Enforcement Department. |

Each street is monitored by the Code Enforcement Department and citations are issued to vehicles parked in violation. If your vehicle is parked in violation, you will receive a citation in the amount of $25 per vehicle |
